Plausible is an ambiguous word, his argument definitely isn't plausible by my standards (for example).
Well, I obviously cannot speak to your standards of plausibility (I don't even know you), but whatever your standards are separation of powers is deeply rooted in the American democracy and constitution, and whether we like it or not, a President refusing to compel (directly or indirectly) a different branch of the Government is consistent within that rubric.
He would just find another cop out.
Perhaps, but it woulda made it more difficult (at least in light of his most recent response).
