A nonreligious Jew can make a chillul hashem in 17645 ways and a openly religious Jew can make one on  8953254 ways.
So yes, he can but to a smaller degree.

I also don't agree with the premise of this statement that one means the other.
I guess that also means that a non-observant Jew can't make a chilul Hashem.
It is very clear that the more visibly jewish the person is the bigger the chillul hashem. Worse than Anthony Weiner is when someone gets convicted for the same thing wearing the shmona bigadim. Conversely the more what he did is connected to hashem the more of a kiddush hashem it will be. Even so, the 2 are not necessarily an inverse relationship.

You have the added problem of it being Rosh Chodesh, and therefore R' Yehuda haChasid's tzavaa would be an issue.

Exactly. Meant to specify. So - Shloshes Ymei Hagballah starts on Sunday, so 1) can we shave on Friday when shloshes ymei hagballah starts in Sunday. 2) Does Rosh Chodesh change anything?
