How do I avoid a rental car surcharge if I want to use highway 6?

We just got our charge for Hwy 6 as a secondary charge from Thrifty/Albar and it was not bad. They warn you on the rental agreement that its a 40 Shekel charge for using the toll road plus the charge. We took it twice basically the entire length and the charge on the CC was $33.
