Does he have that oversight that often that it's worth for him to do that?

The cameras could malfunction. Bureaucracy is crazy over there. I once got a fare evasion ticket for taking pictures on a platform in Union Station.

A website I frequent has a rule of only one username per person. As far as I know, he has no real good way of enforcing it.

Is it ethical to make and use a second (or more) username?

Are cashback portals intended for personal shopping only or does that include business purchases?

This retailer offers services to other small businesses but it's open for personal accts as well. I'm not sure whether they primarily profit from small business orders or personal orders.

My company already gets a % discount at this retailer and I'm afraid that my getting cashback will eat into the retailer's profits.
