It probably got there from a previous tenant.  No the landlord. So using it on the apartment is irrelevant.
How to return it to a previous tenant? Talk to the landlord about who was there before.  He may not tell you, or even know how to get in touch with them.
It it's rightly yours, no need to give it to tzedoko - it's yours.  If it's not yours, giving it to tzedoko doesn't make it keeping it right. 
Ask a Rav the halocho, then make  your ethical decision.

Can. I'm sure if they actually did look, they would not award the bonus again. I want to know if someone churns properly with a new FFN, could they still technically look his account up by SSN and decide not to give the bonus again? Or because there's a new FFN, they can't search him up properly to see if he ever got the bonus before?
