I just had the person open up a new SPG card in order to pay for all the hotel associated expenses for this wedding.  Seemingly, though, they get 5 points per dollar for monies spent at SPG properties.

The application page states that "Receive up to 5 Starpoints for every eligible dollar spent at Starwood hotels & resorts - 2 Starpoints per dollar spent on the Card in addition to the Starpoints you get as a Starwood Preferred Guest member"

Does that mean they will get 5 points per dollar for the monies charged by the SPG hotel on this card???

Typically you receive up to 3 points per $ for all money spent at a starwoods property when you are a starwoods member. Using the cc you receive 2 additional points.  In your case though it seems like instead of getting the full 3 points per $ for being a member the hotel negotiated a lower rate with you. I see no reason though why you would not receive the 2 points per $ from AMEX for the cc spend

T&Cs don't seem to state if this stacks ontop of current offers. Besides, T&Cs state:
