Yeah, but they still would've ranked 30th or worse based on Hebrew only.
How about sample size though. The minimum required sample is 5000, and that's apparently the number of students that were tested in Israel. That's probably half a percent of the students in school in Israel. And even if you somehow come up with a perfect sample selection method, how do they ensure that no country is selecting upward (ie not truly random sampling)? The whole program seems like a massive waste of time and resources - trying to create a level field for comparison where maybe none can exist.
And however bad we are, as long as Americans are even worse.
They weren't. Same score on math in PISA 2015, and around 15 spots better in science and reading.
