assuming that either arriving or departing is in First, you should get access.

I must tell you that besides for it being more spacy, if not eating the non kosher food, I don't see a difference between the first class terminal and lounges.

Its a long walk...

Better do some sightseeing for a few hours.

You're not entitled to access as an arriving F pax.

That said, they may not won't turn you away. YMMV.

You get access as long as you have a LH or LX F boarding pass for that day.

You can only be driven to your plane if you are flying LH or LX (not sure about OS or SN) even in Y.

According to LH website First class gets three bags, plus one for gold. Would this mean I get 4 bags 32kgs each?

Is it worth if even with FRA-TLV only available in Y?

Yes, it should grant you access and you should get driven to your plane.

You do have access. Definitely still worth it even if fra-tlv is only available in y.
Baggage allowances don't combine. You will get 3 bags
