Dont know abt T3 but the T5 Aspire Lounge wasn't too good. I would try the No1 Lounge. Or Try both.
If you try the T3 Aspire let me know how it went.

I will be near dulles airport for 2 day meeting. ( a week after pesach) any shul nearby or kosher food?
i see fairfax as the closest shul- any ideas?

To answer your question, if you can rent a car or get on public transportation which might be a little hard from Dulles, Silver Spring has minyanim and kosher food.
