Rental at YUL (montreal) for under 25

I need a car at YUL for 4/23-4/25 and it seems that BMG corp wont work for Hertz. I tried Chabad enterprise but they are sold out. Any advice?

you can try USAA corporate with hertz, avis, budget or enterprise it waives under 25 fee at all of them
