Depending where else you're going besides for those two places. There are other roads in Israel that are dangerous to drive on...

Have not been to Israel in over a decade.

Can I drive to Meoras Hamachpela and Kever Rochel, or do I need to go with a tour bus or another way?

I'm based in yerushalyim and renting a car.

What's the safest and best way to visit those two locations?
Take the bus (Egged) it's usually empty, and if i remember correctly its around 10 Shekel.
There's no egged bus that does both. If you want to do them both on the same day, what I had come up with (didn't actually end up doing it) is this:

Drive to Kever Rochel. When you're done, drive the few minutes to Gilo and park wherever you find a spot (Ha-Rosmarin St would be perfect). Then walk to the bus stop on 60 to pick up the 381 (https://goo.gl/maps/wzxxB1gUkxC2). ETA: Just make sure you check the schedule and try to time it right (ie leave time to find parking in Gilo), because that bus doesn't come that often.

+1. I know there is one the goes every Friday morning to vesikin and makes a stop on the way going  at Kever Rochel for about 20 min

FWIW; although it is somewhat of a chance,  I've been doing 50-70lbs of (raw frozen) meat once or twice a year for the past 10 years. I never had an issue.
