A warning by a cop for speeding

I was pulled over for speeding and was issued a warning by the cop. He said that if I get pulled over again it will be much worse. WS he bluffing? Is the warning on file or something

And if you getvpulled over again the does the next cop have access to those records? Does insurance?

Only applies in the same state. I would also doubt it works if your license is from another State and you dont already have serious offenses in the state the violation was.
