All these ideas are sort of low tech. Why can't a person with a few clicks on his computer send a few thousand dollars into an Israeli bank account in today's day and age? It's not like there would be a money laundering issue as there is a clear trail of what is going where.
Because then you have to open an Israeli account and deal with them anytime something needs to be done. And lots of banks charge to transfer from dollars to shekels and charge to withdraw. It's a whole different animal in Israel and who wants to deal with them if it can be avoided?

What happens if you or your kid(s) go on a trip to any other country and need to withdraw cash? Is your plan to go open a local bank account, and “a few clicks later” be able to withdraw your money at the local banks exchange rate?

What you need is a regular US account (like one of the aforementioned) and be able to withdraw cash anywhere you are in the world (including your local corner store if needed) without paying any fees.
Once the game is over, the king and the pawn go back in the same box.

You are writing from a country that until very recently did not have a way to do that between domestic bank accounts and still can't between every bank account.

My brother who lives in Israel has a capitol one 360 and uses that to withdraw from certain ATM's in israel free of charge. And you can transfer to capitol one 360 from any bank....

Not only is TD premier free, they also refund you if the ATM happens to charge.

okay thanks for that info regarding a premier but what about a regular student checking account?
  I'll work on getting that account upgraded but he needs the money as of now so I'm going to tell him to take it out at the ATM or in the bank?
