Based on the phone reps, an application usually remains in the system for 90 days, during which you can ask for a reconsideration.
However, if 30 days have passed, it will incur another hard pull.

There have been a few reports of Barclay pulling credit again when reconsidering - even when specifically asked not to.
Make sure to explicitly tell the rep that you don't want another credit pull. The benefit of such action would be that if later you see they did pull your credit you can call up and speak to a manager and have the pulls removed (based on first-hand accounts from this thread).

If you want to guarantee that you don't get another pull, freeze your credit report.

While Barclay recon reps are usually very tough to deal with, there have been sporadic reports of them reconsidering by reallocating credit-line from other cards. Additionally, there are a few reports indicating success with the 3BM.
Personal and biz didn't combine

Barclay recon reps take notes of each phone call and subsequent reps usually regurgitate the previous rep's reply.

Barclays has a 6/24 rule similar to chase 5/24. Not hardcoded like chase though.

I applied last night for a new card even though my card from July is still open (I never got straight if the that was a good idea or not) and I was rejected.   When I called today they explained the rejection was due to the open card and that they didn't even do a credit pull.  ( i didn't check yet if that's true.)
   Anyway she told me that there is no way to have two cards but since I only have a platinum they could do a credit check and possibly give me a signature something or other card.  She seemed in a good mood so I figured it was worth it.   She asked me a bunch of questions like how come I had my sapphire opened for such a short time and how come I have had so many cards opened in the last year but in the end she approved me and then closed  my platinum.  She also advised me to quit applying for cards for a while  :) because it's not good for my credit.

I didn't ask her if I am getting the new signup bonus so I am just hoping

Did you guys try both numbers i listed above?

I called both numbers and was denied by both "due to having to many new accounts opened in the last year".

Any advice?

My personal advise is - give up. Remove this card from churning list. We cannot churn it like united.

I disagree. It can be churned, just not as often.

BTW, did anyone try shifting credit lines or closing old cards to get new ones approved with recon?

Where does Barclay pull from?
Which 3bm from them are the best cards out there?
In NY they pull TU (until you call recon, then they pull the other two)

About the 3BM, two cards come to mind:
US Air (40,000 miles)
NFL ($400 after $1000 spent)

I just did a 2BM several days ago, exactly the same time, got two pulls on TU.

Any chance if I call in a week or two after actually getting and using the card they would be able to move over some credit?

Barclays is the only bank I have ever gotten denied from.  But that's also for lack of history with them.

Yes, it makes sense that they refused you because your card was not active yet. Cant hurt to try again and please report back. (No one seems to have an answer if they approve declined cards by shifting credit lines. Annoying!)

Barclay's reconsideration department is TOUGH!
I tried getting the US Airways card for the second time and they simply refuse to budge. Although my credit score is above 760 they keep saying that to many accounts were opened over the last 15 months (Amex and Chase, not even Barclay).
I must have HUCA'd 15 times. They are like a brick wall.

Barclays history. Opened US Air in June. Denied for second US Air in Sept. Denied US Air Biz same time. No luck with recon.
Opened NFL in November. Closed US Air in November. Reapplied for 2nd US Air. Called Recon and rep transferred half my nfl credit line to get me a US Air.
