Freedom 0% APR on balance transfers for 15 months

I got my freedom card about 4 months ago and currently have no balance transfer offer according to chase rep. Is the above offer only if you transfer at opening? If not why do I not have that offer?
I am sometimes accused of overthinking things. I am still mulling over whether that accusation has merit.

I did. She told me that it's specifically if I transfer with the account application. She mentioned that occasionally they offer customers similar offers. Anybody have an idea how often these offers occur on the freedom card?

The current app shows 0% APR on purchases and BT for the first 15 months.

"Mr. Upadhyay,
You did not answer the question. I know there is no offer
available. I'm asking that there should be as written on
the application I filled when applying for the Freedom
card. The application said 0% APR on balance transfers for
1st 15 months.
