Looks like you cant book for anyone unless your flying with

General Terms and Conditions regarding ticket reservations and tickets purchased online paid for by Avios (effective for Iberia, Air Berlin, American Airlines, British Airways, Cathay Pacific, Finnair, Lan and Qantas, and soon for other members of the oneworld alliance).

1. GENERAL Avios

The reservation and purchase of a ticket depends on whether there are sufficient Avios in the account holder's balance (according to the Avios and miles table in effect at the time) and the availability of seats.
Flights operated by the Iberia Group (Iberia and Iberia Regional/Air Nostrum) and/or the companies that belong to the oneworld Alliance, but not "shared code flights", can be purchased at Iberia.com, and Avios can only be used on the flight of the operator company.
All combinations that cannot be purchased with Avios at Iberia.com have been excluded from the Origin and Destination scroll-down lists.
Similarly, remember that only origin cities that correspond to the country of origin that you have selected at "Iberia in" on the home page will be available

Reservations can be made for the Iberia Plus cardholder, their beneficiaries and/or one companion, but the companion must travel with the holder. However, beneficiaries may fly without needing to be accompanied by the holder. Tickets for beneficiaries under 12, providing that they travel accompanied by an adult, can be reserved by paying with Avios.
In this case, they must be identified as "Child" beneficiary. Flights cost the same in terms of Avios for "Child" and "Adult". If you wish to make a reservation by paying with Avios and another paid reservation for "Child" beneficiaries on the same flight, please contact your Services Office.
Names on seat reservations and/or tickets cannot be changed.
Tickets bought with Avios points do not generate new Avios points and nor, in turn, do Avios generate Elite Points.
Tickets will be valid for a maximum of one (1) year as of the date when they were issued. Tickets paid for with Avios that are stolen, lost or destroyed will be treated the same as paid tickets. Compensation for refused embarkation regarding these tickets will be governed by the regulations in effect at all times for passengers with paid tickets.
There are no restrictions regarding dates, although for tickets paid for with Avios, IBERIA and other oneworld Alliance companies reserve the right to establish, at any time, a limited quota of airline seats, enabled to this effect for Avios user passengers

Just got an email from Iberia, they are starting to introduce basic economy on their flights.

Lowest fares will include a carry on bag only. Fare above that will also give a checked bag and seat selection.

They also offer Vueling award flights which are even cheaper than their Blue class yet sometimes are billed "business fares" which allow 2 carry-ons and 2 checked bags. E.g. BCN-TLV
