It's not going to be free unless you make under 2x federal poverty.

Dk what weather station closest to you but at CLE, CAK, BKL and a few other stations nothing more than light snow for a prolonged period of time was reported. No reduced visibility.

Can't speak for why other schools do stupid things. Nothing wrong outside.
