Using google voice when traveling to Israel

I am traveling to Israel later today. I am using cellcom sim on my American iPhone. Can I use the google voice app to make calls to the us from Israel? Can I receive American calls?

i setup GV on an android in the usa with a usa sim and now the device is in israel and the account got logged out.
when my SIL goes to login to voice now in israel it asks to verify the phone number from what i setup but of course that sim is not in the phone.
i had her try talkatone but it also says not available where they are.

any good apps to try to have free sms to any phone in the usa from israel?
whatsapp only helps for other smartphones...

There's a new app called telerific which is great to use for free incoming calls on a U.S. Number when overseas. When registering, you get a free US number with $10 of very cheap international calling.

So am I understanding this correctly?  If I get a google voice number, and hook it up to my obi, go to israel, i have free incoming, and 1c/min outgoing to usa?

Basically, I'm trying to understand why someone living in Israel would use Vestalink (for example), if he can be getting GV free.  Can someone help me understand this?

Outgoing to US is also free. Works very good. Not sure why people pay for services

By some people [accounts] they charge to call to USA since they see that you are overseas.
By me on some accounts it's free and by some they charge.
I know it's interesting.

If you dial +1 they wont charge you.
People hear me better with GV then with my cell.
