I actually did go to CA (thanks dan) and asked a very ambiguous rep at the store if I could. They had no idea why anyone buys these.

You were the one who said that they know how many are in the store, and that its a chilul hashem. Isn't it so much more a chilul hashem to steal from 1 store and fill up in another store, where both stores realize what you did?

Oddly, the memo I got a picture of has a few differences to what is posted here. It says 4/1 effective with chain rollout completed by 4/4.

Well back in cvs again realizing that I just got scammed by the cashier two days in a row. She pocketed one of the cards each time. Just noticed now.
