Train from TLV to Jerusalem Central Bus Station takes 23 minutes and runs from 6:30 am to 7:30 PM in both directions.

Nesher: 64 ₪.  They go at the top of every hour.  Must reserve 12-24 hours in advance.
Menashe Sofer (Frum Service): A few NIS more than Nesher.
Hasaah: 450 ₪ for huge van (just did with 2 parents, 3 kids, 10 bags) Shouldn't be more than 350 (If need a guy, you can PM moish)

Bus:
Option A:
1. Take Egged 947 / 950 from Central Bus Station to Tzomet El-Al.  Busses run Approximately every 20-30 min. from 6 AM to 10 PM. Takes ~40 min. Price: 25 ₪. 
2. Transfer to local bus 5 / 5A / 13 to Terminal 3. Every 20-30 min. 5:30 AM - 9:10 PM.  Price unknown. 
Option B:
Bus 485 (run by Afikim) runs approximately 5 minutes after the hour on the hour around the clock from the Jerusalem Central Bus Station (stop is in front of Mercantile Bank) to Terminal 1 and 3, and from Terminal 1 and 3 to the Jerusalem Central Bus Station. Price: ₪16.

Train רכבת:

Starting from September 2018 there is a direct train line between the airport and Jerusalem's central bus station which is at the main entrance to the city.
Train runs every half hour and cost 17 shekel per ride. I think there is a discount if you buy round trip.

To get to the train: Leave the terminal through exit 01 and it is directly on your right. You can buy a ticket from the automatic machines outside the station entrance.
Please note that the train only runs during the day and not at night. Check the Israeli rail  website in advance if you are not sure.

Walk: 0 NIS Takes about 13 hous and 47 minutes give or take a few depending where you start.

My question is not limited to TLV-Jlm, I'm saying, generally speaking, when renting a car in Israel (especially for a tourist, who's driving a lot around the country), the gas comes out so very expensive..
I guess this would apply to Europe too...

So is anyone familiar with e.g. a specific branch etc or dealer etc., where you can easily obtain a upgrade or for not much more $ to a Hybrid or solar whatever... ?
I can do it for you. The price is very reasonable on those cars.

That's nice, but you agents charge more than online.  I know you say that online doesn't include all the separate fees + insurance etc. However, I recently spoke to two different people, both unaffiliated with the other, and both rented from two separate rental companies and booked  from two different places online.  Both  rented for one day.  They both said, the fees did not add on that much money to their bill...
They both paid a lot more money in gas than for the actual rental!

true, but cars in Isreal are usually very cheap

Just rented a OW rentlal from jerusalem to TLV. Picked up at Thrifty @King David. No lines. Lady was extremely nice first she wanted to upgrade me to some car that found out it wasnt available and put me in a brand new mazda 3 with 150km. Drove around Jerusalem a little went to the airport and did not have to fill up with gas. They had a shuttle waiting to take me to the terminal. Best $25 spent here. BIG PROPS TO HOCKER FOR HOOKING ME UP!!!! Definitely recommended.

15nis for monit van to modiin illit, drops you off in fron of train station
9nis train drops you off at TLV

Egged bus is 20 shekel, pretty comfortable actually. I prefer it over nesher if w/o luggage

the bus to modi'in is 12.5 shekel plus 10 shekel on the train. so 22.5 shekel total. actual travel time is 45 minutes but that doesnt include time waiting for bus or train. the bus is veolis 110 and runs every half hour roughly. the train runs on the 3's and 42's usually, i.e. 1.03 1.42. 2.03. 2.42, etc..

You need to switch once within the airport area to get to the terminal
If you leave directly from the tachana in Jerusalem, and have one suitcase and one carryon per person, is it the end of the world to take egged? Or are you better off waiting for nesher to pick you up and take you to all the stops to pick up all their passengers?

the total cost of this egged trip is 29.5 shekel, 24 for first segment and 5.5 for 2nd (airport area to actual terminal door). So bus to modiin and train is a bit cheaper (the train drops off right outside terminal 3, underneath the roadway is a train station, no hassles there). Bus also picks up/ drops off by bar ilan area (golda meir and ezras torah)

Any one know any private driver who has a larger enough van to hold 4 people and around 7-8 suitcases to the airport?  Dont like using the regular taxis..not too nice alot of times with so many bags and always pulls out random charges.
