how to get a vcn
For Citi,
 log into your citi online account > services > virtual account numbers and set it up from there. Make sure that popups are enabled in your browser.

For BofA
go your account history and scroll down until you see the ShopSafe link on the right side of the screen.

Looks like a startup. They only allow to load from bank accounts.

Seems more established than that. They only allow from bank account as that's how they make their money, they act as a CC processor.
I see a couple pros using them over a standard VCC.

I haven't done more than 3 or 4 by one merchant but more than that, I don't know.

Crapital One now offers this also.
