Is there any way to wipe a iPad without the Apple ID password?
Yes. Connect to iTunes. Boot into recovery mode. Try those.
If find my iPhone is on, then that won't work.If find my iPhone is on, you can't wipe it without the password.
Recovery mode works even when it's on. iTunes won't.
As mentioned, iPhone can be wiped even if "Find My iPhone" is enabled. However, it will almost always still have iCloud activation lock - https://www.icloud.com/activationlock/ . (that can be taken care of as well for some $$)
