being that they recently changed their policy about non military members , does anyone know of any other programs that would waive the underage?

It should but there have been locations that insisted that the USAA card be used. In that case you wouldn't have your CC insurance

my friend would like to rent he dosnt have USAA,how exactly do you rent with AAA he dosnt have that either,can he add him self on a account?

Depends how many users are already on the account.

AAA can be relatively cheap.
I just signed up for $47 a year for 2 people.
Besides, the discount is usually a few bucks cheaper than USAA.

(And you get the AAA card, so no USAA hassle...)

Plus all the other perks of AAA membership
