From what I understand Usaa is a massive company, they offer many more things than just military benefits. I doubt they changed around their entire company.

+1, tell them you wanto become a member for banking and just get the membership.

If you open a checking account with them, you can request a debit card.
That should be proof of USAA membership.

Yes they did change their policy. I just got the following letter from usaa.   
"New bank guideline-what it means to you
Dear mr. ********
We value you as a customer and thank you for banking with usaa federal savings bank. As you may know, usaa was established to serve the financial needs of the military. Because our mission is to serve our service members and their families, we've made changes to ensure they remain our focus.

Usaa federal savings bank products are now available only to veterans, those currently serving in the military, and their eligible family members.

Your account is not affected. As long as it remains open and active, you'll be able to apply for new bank accounts. But if you close your account, you'll become ineligible for new usaa federal savings bank accounts.
Thank you again for your business, and if you have questions, please call us at 1800-601-6589."

(This is a big blow to those who haven't opened an account yet, although its not clear if they will also stop letting non military from becoming members at all.)

I can confirm that also i have rented from them many times and was not asked for proof of USAA membership. LGA and JFK (and most locations) do not require it either.

if your gold status is confirmed (i.e. you've rented once with a good number) they will never ask for proof

IME you are right except for one time iwas asked for proof in glens falls ny even though my old status is confirmed

Thats why no usaa id was requested (A usaa debit card is the same as proof of usaa membership)

He didn't see that it was USAA. Didn't even take it from my hand.
