On a recent purchase, Title company needed to pay off upcoming year school tax, on my property, to clear for closing, as it was do a week after closing. They made me give them 30% more then Bill, only to refund it 3 months later.Is this the norm?

Not at all. If not due yet, they should take face amount plus $50 or so for escrow service. Are you sure there wasn't some reason they had to take more? Were they concerned about a tax abatement going away? Tax for the quarter not yet determined? In what state was your closing?
NYTax was due the next month so it was all clear. And if talking the bank also requested escrow based on this tax bill that was paid off by title. When you get pressured into close by a date and you are unfamiliar they take you for a ride.
