I'm closing on a house next week. The interest rate we locked in is 4.5% Our mortgage to income ratio is 50%. My mother in law would be willing to cosign if it would bring down the rate. Is there any way to bring down the interest rate or is it too late?

Ask your mortgage broker!
Remember how long it took to gather all your paperwork and get approved?  A co-signer also needs paperwork and approval.
How much will the rate go down with a cosigner?  Will it save you enough money that it's worth delaying the closing?

If you need to close by next week you don't have enough time to try a different broker.
But as the broker to show you the closing costs if you would to take PAR rate. Also, you can buy down the rate with points. you will have to calculate the savings on the cost. It will also depend on how long you plan to hold the current loan (selling or refinancing).

How did you get a mortgage with such a high debt to income ratio. I was under the impression that it is federally capped at the high 30s.

False.
Just like the federal law that doesn't allow buying a GC with a CC.

I was told up to 45% can work sometimes
55%+ is doable too under the right circumstances.

The question the buyer/homeowner should be asking themselves is even if they're approved can they really afford the payments.
