I just applied for Exec 75k and was approved after calling recon line late morning. I want to hit spending requirement by the first statement so I can cancel and get $450 AF back. I know sometimes the statement comes really early, sometimes much later. I'll have 37 days from date of APPLICATION, not date of card arrival, correct? Today is Friday. When can I expect the card?

Wrong. 37 days from when the AF was billed.

There are other factors besides credit score alone that determine approvability

I think that's a little tight for me to spend $7500; will I be able to call Citi to change statement date to, say, 20th of month, thus delaying the AF date?

(I believe you meant due date is 9/8)

Officially, statement date changes take one billing cycle to process.

I wasn't successful with that

New cards show a due date even when nothing is due until the first statement closes.

If you don't put any spend on the card until your first statement closes, the AF will probably NOT post on your first statement.
You can't change the due date until the AF has posted.
