Wifi hotspot

If I am using an iPad and connected to Wifi, can I then connect turn my iPad into a hotspot to share that connection?

I am in a hotel that if I buy wifi, it would give me a code good for only one device at a time. TiA

No. Your ipad would need 2 wifi adapters in order to do that.

That is to say, if you are using WiFi to connect to the internet, then you can share this connection via your ethernet port, bluetooth, Firewire, etc... If you connect to the internet via ethernet, then you can share it via WiFi, bluetooth, Firewire, ... But you can not share that internet connection via the same interface. So if you are using WiFi, you cannot rebroadcast via WiFi.
So basically if you only have wifi and no ethernet cable available it is not possible due to hardware limitations.

To share between Macbook and ipad:

In the System Preferences Bluetooth pane, pair your Mac with your iPad (they don't need to be connected yet, just paired). Then, select the iPad in the list of Bluetooth devices, and click the Advanced button. Check the 'Share my Internet connection with other Bluetooth devices' option. This should switch you to the Network preferences pane and prompt you to create a new Bluetooth PAN device.

Now go to the Sharing preferences pane and select Internet Sharing from the services list. Under 'Share your connection from,' select Airport, and under 'to computers using,' select Bluetooth PAN. Then check the checkbox next to Internet Sharing in the services list to enable Internet sharing.

From the iPad's Settings app in the General pane, tap Bluetooth, and connect to your Mac. In the top left corner, in place of the Wifi signal strength indicator, you should see a pair of interconnected rings indicating that you are connected to your Mac.

When you bring up a new page in Mobile Safari, you might be prompted by the hotel's ISP to select billing options on the iPad; just tap Cancel, and you should be able to browse normally.

If you are jailbroken I believe you can use MyWi to rebroadcast your wifi connection.

Why would you need to block a website to minimize usage? Just don't go to a website if you don't need to.

OP was asking if the WiFi provider can block streaming sites...because he isn't able to connect to YouTube right now. Not sure why its in the WiFi hotspot thread, but ...
