Can someone please explain this to me?
Hahn Air is barely an airline and only has flights from Germany and Armavia has been out of service for 3 years, and im pretty sure none of those operate that aircraft.

thats precisely it, they aren't much of an airline but they give a reservation system to dozens of other (mainly Low cost carriers) airlines, see https://www.hahnair.com/en/public/about-hahn-air
As for Armavia, I'm not sure

I know what they do but that still doesn't explain it.
Either way I believe I figured it out. It's likely TUS Airways

If direct flight, then BA is good.
EY also has good deals if you can get them to book.
And don't forget the AF promos, you can often find good deals from that.

For J, then LH Israeli accounts are a good value.

How does you search BA Awards for flights to directly to Europe?
Anytime I try to search from TLV - a different city in Europe it always take me through LHR.

That's probably all what's available on the dates that you searched then. If you want a direct flight to Europe using avios other than BA to London, all of the options that I can think of offhand are: AB to TXL or DUS, Niki to VIE, Iberia to MAD, and Finnair to HEL.
