New study done by the Federal Reserve says that credit card fees and rewards take money from the poor and give it to the rich.

Should be takes money from the irresponsible (who charge on their card when they can't afford it) and gives it to the clever who sign up for credit cards and get free bonuses.
Sounds like the government may try and change how the system works. That can't be good news.
