Largest Jewish community is in Silver Spring, which is a suburb of Washington. For tourists, best place to stay is in downtown Silver Spring, which has a metro stop and a nearby  shul in Woodside Park within walking distance.

The shul website also has alot of helpful tourist information

If going to washington DC from Baltimore, what is the best transportation to take so that dont have to pay to park car? 

Megabus for $1, they have about 10 trips a day.

During the week, you can take the MARC train for $7 each way - runs 2-4 times an hour from downtown to downtown.

When I did a road trip years back to DC... we actually slept in College Park (where UMD is) and then took the subway in. I have a feeling that is what the person talking to you about Silver Spring is saying. The local metro goes to some of the MD suburbs.

Yes, you can do that.  It is about a 20-25 minute trip on the Metro.

You could park at the garage at 11304 Amherst Ave. - Silver Spring, MD - it's $4.50 a day during the week, free on weekends.  1 block to the metro to downtown DC on the red line and 1 block to Max's, which is a great reasonably priced fleishig restaurant.

Its alright, but I personally prefer Ben Yehuda its about a mile away.

Serious? Wow, i guess i havent been there in a while. IMHO, that was the best shwarma out of Israel. Thats a shame.

10-15 minutes.  You could also look at hotels in Towson which is 10-15 minutes the other direction.
