Yes. You need to use their installer. Once you use their installer you can sometimes get the activation code to use later as well

I have Adobe DC on a computer it was bought as part of a package from Dell.

I need to transfer it to a new machine.

But remember to uncheck the "Optional offers" on the download page (or install Unchecky to autometticly uncheck all these kinds of checkmarks from unneeded software.)

"Acrobat Reader DC" is a free download and needs no activation.

I wasn't sure that he said he bought this software, he said that it came with a Dell PC that he bought. But I guess we'll see what he says. If it is bought with Dell I'm not sure that it can be transferred to another PC.

That is bought with the Dell computer and is not supposed to be transferable to another PC. However -I cannot verify that it works- someone says that he figured out a workaround, see post 3 in this Adobe Forums thread https://forums.adobe.com/message/5460123#5460123

I highly doubt they will be any help, since what you want isn't meant to be done. Dell buys licenses from Adobe for a discount intended to only be preinstalled on their machines.
