He's just saying that you can't buy currency GC's e.g. Visa/Mastercard with a store GC.

Okay.  And depending on the store,  that statement is incorrect.

It seemed like he was saying that he tried to hit a spending threshold by buying gc's,  and it wasn't a valid spending method.

If you are referring to Staples, it's not hard coded in the register, so try another cashier/store.
Also if you don't buy so many at a time and slip it in with other products, you'll have a better chance.

I found it pretty easy to open a separate pp account for each  bank account. What I'd like to know is has anyone successfully created multiple pp accounts that are linked to the same single bank account (think: joint bank account)?

If you activate with customer service you don't need to attach a bank account.

I don't think you need to attach an account no matter how you open it, but don't you need it to be able to send (even if funded from another source like the cash cards)? CMIIW..
