I'm hoping s/o can help answer these 2 questions.
I have a daughter going to Seminary in Israel for a year. 1) What is the best CC for me to give her (as an AU) that will allow me to pay the bills in the US without any fees?  2) Is there a debit or bank card that I can load in the US but will allow her to withdrawal money without a fee in Israel?

Was approved for chase reserve only by shifting credit, Any point in applying for another chase card today  or if they weren't ready to give me more credit for the csr they won't approve another application ?

FTFY for clarification. 

1) depends what cc you have. If you have some of the standard cards like chase sapphire preferred, amex prg or even most capital one credit cards . Maybe share a list and we can tell you what's best .
2) yes . A bunch . Capital one 360, td premiere , Charles Schwab, investors bank, signature bank & more ..bh today there are many choices .

This might sound very basic but how does she get the money in Israel? Are the Capital one or Investors banks in Israel or do they just have arrangements with Israeli ATM's?

Capital one 360 (not regular capital one) doesn't charge a fee for withdrawing money from atms in other countries so you can use any atm you want in Israel. Capital one 360 doesn't have any atms anywhere, it's all online and through other banks atms. If you're signing up for an account though, make sure to gets someone's refferal code so you can get $25.

1) Both are great . I'd say sapphire for Better conversion rate (not foreign transaction fee) unless spg points & generally using amex are more worthwhile to you
2) the banks have arrangements/cover atm fees
