Not sure about all banks but some wait 30 days/next statement closing before reporting it.

did spending on citi Hilton reserve, can I close the card in order to get the af refunded even though certificates have not come yet?

As a billing address? With chase personal cards you can add an AU in another zip code and you'll have both zip codes to use online. Actually swiping one card with the other billing zip code may be a bad idea as they know which card was swiped. Amex AU's have different numbers so you'd have to actually use that card no matter what. See here for whether other card issuers use different numbers on AU's or not http://www.doctorofcredit.com/card-issuers-issue-unique-card-numbers-authorized-users/

I have 2 SPG-P and 2 SPG -B cards that have annual fees coming up how do I decide which card I should keep? Oldest card? Personal over Business...?

First see what retention offers they have for you on each card. Then you have to decide if you need one of the cards on your report or not. If yes, keep a personal, if no, keep a business.
