So because it is the same, I can't 'downgrade', need to close mine and apply for the same card again.

Ask if there's anything it can be converted to that has no AF.

Went inside the branch, and again was told same thing, can't downgrade or waive the fee.
Any other other suggestions what is best ?

For $39 it may be worth keeping it for now.
Is this one of your older cards? If yes, does it lengthen your 'age of accounts' significantly? then keep it open.
Does this have a large credit line? If yes, do you have another Bankof card that you can move the credit line to if you close this one?  If not, keep it open.

If it doesn't age your history or if losing the credit line is not a big hit, just close it and don't look back.

How long ago did you close it? You can probably reopen it, transfer, then close again.

I'm trying to make sense of all this credit card info on DDF, but it's beginning to make my brain muddled...

I currently have just one credit card - the Discover It, as well as two store cards, and since I'm not into the whole miles and points thing, it's been working fine for me until now. Now I am looking to open a new card on which I can charge a couple thousand, over a month or two, and then not have to worry about paying the full amount right away. I don't particularly care about miles or points, but I don't want to have to pay an annual fee.

Do most credit cards offer 0% APR for the first year? If not, is there a good way to find out which ones do? It doesn't say anything about it on the comparison chart.

I know, but I might have to - might not have a choice.
