For someone going to Israel for year to learn, whats best way to get ATM access without any fees? Is it still Capital One? Any other way? Any suggestions would be much appreciated!

Is there anyway I can pay a US amex cc with euro for the exact exchange rate in Israel ? Is there an Amex office in Israel that I would be able to do this ? Someone told me he heard of such a thing but doesnt know much about it.
I don't know for a fact, but such a thing seems highly unlikely.Amex in Israel is ran separately from the US amex.
+1There was a time when Amex sent replacement cards to "their office" in Jerusalem instead of mailing them to you in Israel. That office is a travel agency on Shlomtzion Hamalka st. They are licenced to represent Amex in certain matters but are not Amex. They are also not Amex Israel.
amex doesn't send cards to that location anymore. They send it via dhl

Schwab refunds atm fees worldwide, but in ey the banks seem to lump everything together as part of the withdrawal and schwab doesnt refund since they dont know its a fee.
