I think there is a disclaimer on it.  It is intended for Hapoalim customers only.  I would try your luck for a one time courtesy from cap1, if your time on the phone is worth 5 shek.

I hadn't noticed anything about a fee before completing the withdrawal. It's not worth too much time for 5 shekels. (I posted here just to warn others.)  While I was anyway in my account I sent a quick dispute message to CO. Whatever happens, happens.

There is a lonely Bank Hapoalim ATM on Rechov Bar Ilan off Shmuel Hanavi in Yerushalayim. (It is not listed on Poalim's website but Google has it on the map.) I found on my receipt that they charged 5 shekels for my 100 shekel withdrawal. On my Capital One account it shows up as a withdrawal of 105 shekels so I don't expect that to be recognized as an ATM fee which they reimburse.  :(
  . Thanks for posting.

I went into TD bank with a few receipts and they manually reimbursed me(premier account).
It doesn't show up by them as a fee

Couple points;

I just noticed recently, if you have an American check in Israel, you can pay it to a CC account - on the phone automatically.

Did anyone here try uChange? Their site is uchange.cash I met one of the founders, looks cool! You use it to find people near you who want to change money with you. Seems to be used lots (relatively) in Israel.

I wonder about the safety of such dealing. Personal safety as well as running into counterfeiters.

Someone with the Schwab card put it on hold because they misplaced it. When they tried to unblock it they missed some of the security questions and the whole account is on hold until they go into a schwab branch with ID. Schwab will not budge.

 Anyone have a way out of this situation?

No experience with Shwab on the subject . Most probably nothing to do. Had similar (messed up on security) with cap1. Either wait it out or try to close account and request check of the remainder in account .

Wow . Thank god . So just pull out all the money, close account and open a co360 , everbank, ally or some other if the sort . Schwab should let you open again in a few months again if you're the one closing instead of them. No online access ain't geshmak to work with and definitely not worth having the account if it were me .

What will I be charged if I take out money with a regular chase debit card?

I think it was about a $5 fee besides the percentage which I believe was around 3%.

As far as fees go, I don't believe you'll beat them.

Do you get charged atm fees or they cover that with the capital one?
