I once asked a rabbi abbout a certain hotel in Jerusalem, and he told me that he would be more worried about their succah (if it is kosher!) does it have enough schach, do the walls move in the wind,does it have enough walls, were the walls put up before the schach, etc...
I was once at a restaurant on succos and they had lowered the awning because of the rain, but did not raise it when it stopped (we came after it stopped).
