Cancelled flight on United

I just spent 24 hours in Chicago and $200 on hotel and meals. New Years day during tsnowstorm that was traveling through the Midwest. The agent would not give us hotel or meal vouchers claiming the flight was cancelled due to weather. However the plane was at the gate, the planes were flying. The full crew was not there however. Although the gate agent said it was the first route/shift for the crew. I don't understand why this doesn't fall under cancelled because crew unavailable and how to go about getting reimbursed if I should be entitled.
