Reviving expired united miles?

A friend of mine had missed his activity deadline on his united account with 150k + miles  :'(
He spoke to a united CSR which told him that for a few hundred dollars his account could be reactivated.. I've never heard of paying to have it reactivated..

Is there any other way to have them re-activate the account?
P.S. He didnt fly United in the past 3 years.

I might wanna add the following:
Consists of 2 expired united accounts ; his account with 100,000 miles and his wife's account with 60,000 miles.
They both expired October 2013
They're both flying to TLV via united this coming Sunday 2/16 Economy Cash tickets "K Class"
Could that be help them un-expire (if that's a word in the dictionary...) their expired united accounts?
