I sold a 700 dollar item. Buyer immediately asks to ship to a different address. I tell them to cancel and reorder.

Buyer reorders. When I check my PayPal account I see payment is withheld. Transaction details page says payment pending and wait, don't ship (also says buyers email is unverified). On the first order it said none of these things and was not withheld.

PayPal reps are telling me money is withheld until 3 days after delivery and that I should ship it as they can see nothing wrong with the transaction on their end. (None of my other recent transactions had this issue.)

What should I do?

will paypal take responsibility for the money? also try asking the buyer why this is

I dont think so just all countries only allow up to a certain amount of money without charging tax. for example us is $100 israel is $75. is this by any chance an overseas shipment?

I would kill for a listing promo (fixed or auction).  I used to get them all the time, has anyone gotten one in a while?  I have a large volume of (unique) low priced items with low sell rate, so insertion fees will wipe me out.

I do.  But it's a basic and I run through the 250 auction and 250 fixed on the first of the month each month.  I looked at the benefit of a larger store and that will seriously cut my margins (obviously compared to free listings).

I made an order on eBay on 11/29 and received it on 12/03. I bought the gravity chairs and got the wrong color. I just realized yesterday(just moved...). I sent a message yesterday to the seller and understandably didn't yet get a response. What do I do now, as 30 days since I received the items is closing in??

Maybe because you send a message before the 30 days, it will stop the clock.
Or call eBay.  Or live with the wrong color.

Also I see the shipping name and buyers name is different

go to the paypal transaction and see if it says that you have seller protection for that traansaction.

if you are nervous I think USPS will allow you to pull the item back.

Ive shipped a few items to forigen accounts, they have a mail fowarding service based in the US for this. 

I always put in my descriptions that I only ship to paypal verified addreses.
