Suggestion: Have someone else have the password (or half and half with a spouse) and do the following:
Lock installing apps + remove browser + add apps you need (possible rules: no games, no sports, no entertainment, etc.).
[Occasionally an app will have a built in browser/or need to access a certain website - just go back in to settings (with password) and add that website].
There is time restrictions and more features too.

I know this has been asked upthread, but currently which android os can easily b rooted to uninstall the browser and google play store? And which stock apps do i have to worry about having back door acsess?
It matters more the phone (and whether the bootloader is locked) than the OS.
Who do you think you are fooling? You think you are going to pull a quick one on your Creator? Good luck with that.

What requirements do you need in a phone, and what's your budget?

I have a few LG Tribute 2 (spent about $20 each) phones running on RingPlus. Took a second to root with KingRoot. One thing which may be a deal breaker is that there's no auto focus on the camera (ie the camera absolutely sucks). Otherwise, it does the job as a basic phone.

It's rooted. I didn't try to uninstall browser and playstore, but I could. Why do you want it uninstalled, instead of just using an applock to lock it? Anyone skilled enough to get around the applock will be able to install a new browser anyways.

It's for a friend and more of a out of site out of mind, hes not very techy, just (in his words) wants it "kosher" and make it very difficult to get a browser without a computer... and mistake on the budget its more like under  $75...

Why don't you put on an applock? I found them to work pretty well. Lock the browser, the playstore, and the ability to install new apps.

My phone is rooted and all apps that have possible back doors are blocked. The applock just prevents u from changing settings, and installing new apps. And plz pm me how to get around it. IME its impossible(at least on my phone)

I'm pretty sure rooting doesn't prevent the method he's referring to. And yes, it's super easy and takes a few seconds, your non techie friend would have no problem doing it

Not sure what method he is referring to, but rooting in itself doesn't prevent anything. However with a rooted phone you can change user apps into system apps, which prevents some bypasses. Etc.

In case I did not mention this before - http://safekiddo.com/en_us/ seems to be very good, at least - it's the only thing I found to block internet on a Windows Phone. They have apps for Android and iOS.

It's no comparison whatsoever.
Though truthfully deleting the play store and browser is just the start if you want it really kosher. PM me if you want to know what more to do. The problem is, the more you do the harder to undo,,,,, and then when what's app needs an update.....

If you want to block Bing from giving you search results when pressing the search button (bottom right), set the Region to Russia.
