I was pushing off a booking from YVR to JFK in cx F because I wasn't sure where I should add on as a final destination

No US-based airline, or any other major airline that I know of off the top my head, has such draconian rules.

Correct. But if they haven't replaced the NA gateway stopover rule with something else, they went from one of the most liberal (in some sense) to the strictest airline in... a day.
