Amazon has a BF special right now on a Polycarbonate Delsey 25" spinner.

Is ~$100 a good price?

Can anybody recommend?
1) Some good luggage recommendations. The ones that you can pick up for cheap at Kohl’s or Marshalls are usually very heavy. I need a suitcase that is strong yet very light (and not too expensive)
2) Good, not oversized hand luggage (that will fit under seat/overhead bin and not taken away by the flight attendants) that is sturdy and preferably rotating wheels!
Thank You

You should probably include price ranges that you're looking to pay..

Not IMHO, IIRC during sales Macy's usually has for cheaper.
The Polycarb is on sale for $180 after 50% off at Macys right now.
$99.99 at Amazon BF.

I never even bother looking at these (ugly & bulky) hard plastic luggage when I'm in the Macy's luggage section, so I guess the ones I saw (for cheaper) are all made from fabric.  I didn't know that the hard plastic ones go for so much more $$ than the fabric (though it's beyond me why people buy these plastic..).

Because they weigh next to nothing and are very durable (as OP requested)
And who cares if luggage it's ugly.  It's just luggage!

Not lighter than this ("worlds lightest luggage").
Also, an advantage of fabric suitcases is that they're expandable and it stretches out, while the hard ones are basically a hard box, either it fits or it doesn't, no squeezing in.. (at least that's the way I imagine).

I personally like material ones as it does "bend" making it easier to squeeze in places (car, overhead, etc). Also if putting under seat, its more comfortable for your feet to rest on material then a hard box!

My mind doesn't process that, if it's hard, how does it stretch?

Look along the zipper and see if you can get an idea of how it expands... basically like all other expandable luggage.

Expandable is understandable, but I was thinking stretchable (in addition to expansion) -which is the nature of fabric.
@yitzyul said it well too.

I have this
Here is how I got it.
I had a $20 duffel bag, and a United baggage agent ripped it in EWR. I brought it to them. They offered me a duffel bag, I told them I didn't like it, what else can the offer me.
Tada!

Any new suggestions for a lightweight Poly-carbonate spinner piece that is just within the 62" cubic inch guidelines that I think most airlines have?

I found this one with my own research.  http://www.luggagefactory.com/cgi-bin/shopper.cgi?preadd=action&key=S592-48184

Generally you're allowed 62 total linear inches.
Is this still true? What about hand luggage?
