How do you check to make sure restarting the computer has given a new ip address

If you're behind a router, restarting your computer won't do it.  If you want to see what your external IP address is, go to http://whatismyipaddress.com/

Go to command prompt and type in ipconfig

ipconfig will tell you your PCs local IP address, but I think Excalibur is more concerned about the router's IP address that AP will see.  Your router will give your PC an internal 192.168.x.x or a 10.x.x.x or a 172.x.x.x address, which is not the IP address that AP will see.  AP will see your router's external interface IP address.

Just shutting down the router is enough, you may have to wait 8+ hours there. I used to switch between two routers, every time I switched I instantly got a new IP address.

How else?

You already said it: shut down your router.  Although the amount of time you have to have your router turned off varies.  It all depends on your ISP's DHCP server's lease time.

TC610 is making it sound very difficult. internal/external IP.... What will help me with AP and CC companies?

You're making it more difficult than it is :)  Forget the computer.  It's the router that matters.
For AP I usually log into my computer for one acct and my ipad on 4g for another account.
Probably the easiest way.

IP information:
To check to IP of the device you're using: google "IP". 
All computers using the same wifi router have the same IP address. (library, starbucks, my house)
A computer with the router has a different IP than without the router.
To change the IP: turn off the computer. wait a few min. turn it on. check if you have a new IP.  If not.  turn it off for 8+ hours (over night, over shabbos). check again.  You likely have a new IP.
On a phone or the like (with it's own data): switch to 'airplane mode'. switch back. new IP.
My favorite cause: cssy.org

Rebooting the modem/router to get a new IP depends on a couple of factors...
1) type of service - cable/dsl/fiber/hot spot/etc
2) Dhcp release times on your provider's servers
3) (mostly for businesses)...maybe you have a static ip address, which wouldn't change, no matter how much you reboot
4) type of devices (modem/router, or modem and router)

Again, the advice of 'reboot the router', although mostly accurate, will not always work, depending on the above scenarios....but it is always worth a try, if you are not sure.
