Will different optimum or cablewifi hotspots have different IP addresses ? (If I'm connected through my account)
Each machine has a different IP.
So optimum wiring on 2 different blocks would be 2 different machines ?
It is according to the modem/router. Two modems = two IPs.
What does that mean for outdoor hotspots ?

Just to reiterate here, the external IP address is from the modem. Not the router.
Any idea if it would slow down the subscriber's connection, having 3 people sitting outside using the same connection ?
Many Comcast customers might bristle at the idea of letting other people use their broadband connections, even if their traffic is kept separate and their own connections are secure
From the article:Depends how they define "traffic". The technology is definitely there that it should not affect their bandwith. I cannot imagine customers would put up with it, if their speeds were affected by outside use.

I have a actual use. How about this one http://www.hidemyass.com/vpn/ is it as easy as it sounds? I get a new IP add with a click of the mouse?
