What ballast do I need, it says "Use only with instant start ballasts", is there anything I'm supposed to look out for? or standard ballasts are "Instant start"?

You're right that LED works without a ballast, replacing a fluorescent bulb with led you have 2 (3) options 1) rewire and bypass the ballast. 2) get led bulbs special designed with a driver to be compatible with a ballast, their are 2 types of bulbs that are compatible with a ballast some can handle a ballast and others reuire a ballast, unfortunately the bulbs I'm referring to require a ballast all I want to know is what type of ballast.

Too bad the manufacturer left the 12W bulbs off the compatibility list. http://images.philips.com/is/content/PhilipsConsumer/PDFDownloads/United%20States/ODLI20170825_001_UPD_en_US_PLt-16118CR_InstantFit_Ballast_Compatibility_Guide_2017.pdf

However, you can see that the same ballasts are okay for the 10W and 14W 4 foot bulbs, so presumably they would be fine for the 12W too.

When I was shopping for 4 foot LED tubes, I deliberately sought out the ones that did not need a ballast and I threw the the old ballasts in the trash.

So I have an American power bar that I've been using in Israel with a little chupchik...decided to cut off the American plug and put an Israeli plug so I don't need a chupchik anymore, now every time I plug it in the fuse blows.

I've tried switching the black and the white wire with the green in, still blows.

I took the green out and just left the white and black in, doesn't blow.

Suggestions?

Yes, in Israel anything can be called a chupchik. Looks something like this.

There is no grounding plug on that. You had the plug wired correctly. Makes me think the outlet is the problem.

I assume the photo is of the Israeli plug and the wiring configuration shown in the photo blew the fuse. Correct?

What is "an American power bar"? A power strip, surge protector or something else?
Which fuse blows - the one that protects the outlet or the fuse in the "American power bar"?

What suggestion are you seeking? Does it not work with the green wire disconnected?
