Something like this should solve your problem.
I don't think it will. It looks to me, that when you plug that extension cord into an upper outlet, it would block the lower outlet from being accessed.

I thought I remembered seeing such a thing in a home or building somewhere, but after doing some Google image searches and scrolling through all the pictures looking for it, I did not see it at all. The picture I posted was the result of my editing one of the pictures that my Google search returned, just to show what I was looking for. Your reply was very helpful. want to hardwire a camera directly to the breaker, is there any reason at all why I shouldn't?
Do you mean a surveillance camera?
CCTV cameras don't get wired to the breaker. They are low voltage, you would need a receptacle with a 12V converter.
