Does anyone know the halachos regarding which shavers are kosher and can be used and opinions  as to which ones are the best kosher ones thanks

There are 2 different issues I believe:

If the beard gets cut, it should happen in a way, like a scissor does, also I believe that according to R' Feinstein, one needs to still feel the beard after shaving.

With the above mentioned points in mind the following 2 thing have to be taken are off:

The blades shouldn't be sharp to an extend where the beard gets cut before the hair is pushed against the side of the holes in the shaver head (the little hole through where the beard goes into the shaver), you can check this by removing the blade, and placing it e.g. on the back of your hand, and twisting the blades, against the growth of your hair (the blades must be rubbing scratching your skin. You should test each individual blade).
Now, to make sure that the beard doesn't get cut too short, you need to get rid of the lift and cut system.
When taking the blades in your hand, you will see that there are 2 'blades' on top of the other, but one of them has a part that sticks out above the other. (That means the blade that would touch your bears as first while shaving). Take a tool to remove the one sticking out (on all blades).

I would start by removing the secondary blade before checking the sharpness.

You can get one for 50 dollars in target. Its a remington which doesn't have lift and cut. I don't remember the model.

After spending months of research back when I "frumed out" I concluded that the best out-of-the box shavers are the Remington Titanium Microflex models (not the foil ones - the 3 headed ones). Run it by your rav before you decide to purchase one. Its a great product and their cs is pretty decent too. (replaced whole unit when it wouldnt take a charge - and didnt even need to ship the old one back)

I am unsure about the kosherness of the newer models however

The model I heard about is Remington Titanium Pivot and Flex R5.

Instead of reading shtus on propaganda websites that are sponsored by some shaver company (I kid you not...). Why don't you:
1) Read what Rabbi Shabtai Rappaport, Rabbi Moshe's grandson, a halakhic authority on shaving has to say, http://www.vbm-torah.org/halakha/electric-razor.htm (translated)

3) move out of your mother's basement and ask a rabbi that has actually learned halakha

Where are you basing this on? While I am no expert on Rabbi Moshe as far as I know he does not dispute the ruling of the Shulchan Aruch that scissors similar to a razor are permissible.

The Rambam on the Mishnah in nida on hair lengths holds scissors can get closers than what can be felt while Rashi holds the other way.

So if Rabbi Moshe is going in accordance to Rambam in the machloket in Nida then he would be disagreeing with the Shulchan Aruch that scissors similar to a razor are permissible. And if he is following Rashi then there is nothing to worry about when using an electric shaver by definition.

Anyway... in regards to which one is the best... I am looking at getting the latest Panasonic Arc shaver (dual motor version). If the claims made about it are true I should be finished shaving before I even turn on the shaver!

You can get it for a lot less with the Panasonic employees discount. Or hope I go to sleep and remember to look it up for you when I am well rested. (I haven't slept in 40 hrs + so excuse me I'm off to bed... someone please wake me up for maariv)

I just had a look at Amazon and it is cheaper at Amazon.

Watch the video review. Like all electric shavers if your having a hard time with the neck line then this one will be better because of the second motor but it will still suck in comparison to a razor. I have problems with my lower side chin areas so erev shabbat I pluck the stray hairs left behind.

I am considering getting laser treatment for my chin/neck areas to save me the time. A friend of mine got this and the back of his neck done and it only costed him $100.
